The minimum permissions required to compare SQL objects are:
ApexSQL Compare can compare all SQL Server database objects. With a right-click on any SQL Server object, you can initiate a new comparison and set the selected object as left or right in the comparison window.

You can ignore specific attributes in the comparison such as: ansi options, authorization, collation, comments, constraint names, filegroups, indexes lock escalation, permissions, and with encryption. These ignore options are available from the Options window, under the Script tab and if any of these options is checked the corresponding part of the script won’t be shown in the comparison window.
